You do not need to qualify every way.
Standard Lifeline eligibility generally starts with either participation in an accepted government assistance program or household income within the applicable limit.
Qualify through an accepted benefit program
You, your child, dependent, or another qualifying member of your household may participate in an accepted program such as SNAP or Medicaid.
Qualify through household income
If you do not participate in a qualifying program, household income at or below 135% of the applicable Federal Poverty Guidelines may qualify.

Supplemental Nutrition Assistance Program participation can establish Lifeline program-based eligibility.

Pension / Survivors Benefit
Veterans Pension and Survivors Benefit is an accepted Lifeline qualification program. Veteran status alone should not be treated as automatic eligibility.
Tribal programs
Additional qualification routes can include BIA General Assistance, Tribal TANF, qualifying Head Start and the Food Distribution Program on Indian Reservations.

Your actual dollar limit depends on household size and whether you live in the 48 contiguous states and D.C., Alaska, or Hawaii.

A household generally means people who live together and share income and expenses. Lifeline is limited to one discount per household, not one discount per person.
People living at the same address may be separate households if they do not share income and expenses. USAC may require the Lifeline Household Worksheet in that situation.
Be ready to show why you qualify.
Lifeline may be able to verify eligibility automatically. If it cannot, you may be asked for documentation.
Show current program participation
An official benefit statement, approval letter or other program document may be requested.
Show household income when needed
Examples can include a recent tax return or consecutive pay statements when income cannot be verified another way.
Submit eligibility documents only through the appropriate Lifeline application process or a legitimate participating company. Do not send sensitive documents simply because an unfamiliar website advertises a “free government tablet.”
